The rezoning of County Dock Road continues to be on the upcoming public hearings at City Hall St. James building. The Club Board encourages all concerned residents to attend any or all of the public hearings, or write to CM Schellenberg and other Council members. All of the hearings start at 1 p.m. and located at City Hall St. James building, 117 W. Duval Street.

County Dock Rezoning Community Meeting Scheduled
Mandarin Community Club 12447 Mandarin Road Date: Monday, May 1st Time: 7-8:30 p.m. A resolution was adopted unanimously earlier this year by the Board of Directors of the Mandarin Museum & Historical Society opposing Ordinance 2016-805, which would rezone almost 10 acres adjacent to County Dock Road. This rezoning, with access to County Dock Road, would forever destroy the scenic character of that road, one of only three roads in the City designated as scenic and historic corridors. County Dock Road is only 17 feet wide and has an extensive tree canopy, with many trees located within feet of the pavement. Similar positions have been taken by the Mandarin Community Club, Scenic Jacksonville and City Beautiful Jax. Source: Mandarin Museum & Historical Society The Club will host a Tree Education Program on Thursday, March 23. Doors open at 6:30 PM with the program at 7 PM. Two JEA arborists will speak on the types of trees best suited for our area, where to locate to avoid power lines, public servicesk and best practices for planting to boost their chances for healthy growth.
Utility Forester for JEA and a Certified Arborist, Joe Anderson’s primary responsibility is to ensure that the power of Jacksonville can be found in the canopy of trees and now serves as a steward of Jacksonville’s utility services and that tree canopy. The second Urban Forester from JEA will be Scott Souder. Scott manages contract tree crews on the Southside of JEA service territory. Management includes scheduling and inspecting work in order to ensure proper clearance, quality pruning, and customer relations while balancing system reliability, cost, and customer service. This program will also feature apiary (bee) specialist Rob Horsburgh, Agriculture; Consumer Protection Specialist from the Florida Department of Agriculture to discuss the vital role that bees play in the ecosystem for our food, plant life, etc., and all things related to bees. There will a door prize drawing at this program for one special attendee who will receive a large potted tree ready to plant! The Mandarin Community Club is closely monitoring a rezoning application for a property on County Dock Road. County Dock Road is included in the 2001-1009- E Ordinance “concerning scenic and historic corridors; designating sections 305.101-305.104, ordinance code, as part 1 of chapter 305; creating a new part 2 of chapter 305, ordinance code, designating Mandarin road, except as described herein, County Dock road, and a portion of Loretto road as scenic and historic corridors pursuant to chapter 305, ordinance code.” Other civic groups such as City Beautiful Jax, Scenic Jacksonville and others are joining with the Community Club or monitoring to ensure that this historic corridor, the ONLY such designated corridor in Jacksonville, continues to be protected.
